Supervisor Contract, Budget, and Admin - Jakarta
Roles & Responsibility
  • Provide contract administration expertise in supporting OEE, Onshore and Offshore Operations activities. The principle role of contract & admin supervisor is to supervise subordinates (Contract Administrator) in managing contractual administration process which includes developing contract, tender strategy and coordinating contract management plan implementation.
  • Support OEE business objectives by assisting to obtain government approvals, permits, and licenses on time, including the internal preparations before applying for those approvals. This position will act as the OEE’s single point of contact (SPOC) for internal preparation of AFE’s, ARS, and other type of communication with government officials.
  • The Contract & Admin Supervisor is responsible for ensuring compliance of contractual administration process for both new and active contracts to support OEE and Operations. The principle roles are as follows:
    • Supervise the implementation of contract management plan, monitoring contractor performance and records grey area that may create dispute.
    • Ensuring compliance to COPI business values and all applicable government policies and regulations (i.e. PTK 007 and other regulations that may come later).
    • The incumbent report to the Performance & Services Manager and is authorized to take reasonable and necessary action to carry out the responsibilities assigned to the position provided that such action is within the company regulation and policy. He / she is required to master effectively the Government’s procurement procedures as guided by COPI Procurement’s regulation.
    • Assist users to resolve internal/external issues related to late invoice/payment to contractor.
    • Supervise subordinates in managing contract budget, period and value.
    • Supervise subordinate in handling internal/external complaints.
    • Assist users/contract owner in renewal/amendment of contracts.
    • Coordinate the sections in OEE in budgets preparations and assist OEE Leadership Team in monitoring the expenses with reference to approved budgets.
  • The incumbent responsible to support both OEE office business and Onshore/Offshore oil and gas production platforms operation and maintenance which located in the Natuna Sea and South Sumatera manned by company, contract, and temporary employees. He / she must understand the materials / services required by the operation and serves as a primary contact in a highly interactive manner with Operations, Legal and Procurement personnel
  • The incumbent interacts and serves as liaison with numerous internal and external groups to accomplish the company’s goals and objectives and protects company’s assets. Examples of these groups are safety and compliance, environmental, engineering, legal, development & relations, BPMIGAS and other related parties.
  • Liaise with Development & Relations, Ventures Team, project leaders, and Operations to coordinate efforts on communicating Company’s information to the government in order to timely obtain approvals or to resolve government relation issues on Projects/activities.
  • Single Point of Contact in dealing with SKMIGAS to expedite budget approval.
  • Where required, this position may accompany government officials’ visits, inspection, etc to Company’s assets.
Required Qualifications :
  • Minimum S1 any discipline degree with experiences in oil and gas industries, include experiences in procurement and government relations.
  • A complete understanding of Offshore / Onshore production operations and maintenance management.
  • Strong supervising/mentoring skills and personnel development experiences with highly developed oral and written communicate on skills, having good analytical skills and ability to perform with minimum supervision and must have such a manner to work and live with multinational personnel in close activities in his / her area of responsibility
  • Having knowledge in the safety, health, environment, production, maintenance management skills and good in planning and organizational skills and understand process philosophy as well as Company Business Process and Government regulation and policy.
  • Must have knowledge of SAP and must be independent as well as a good team player also high level of computer literacy, logical reasoning and creativity.
